Official Ceremony under Project BGENVIRONMENT-4.003-0007 for Constructing a Composting Installation
The official ceremony to start the construction of the composting plant was held on Tuesday, the 28th of November. The site will be constructed under the project BGENVIRONMENT-4.003-0007 “Development and implementation of measures for climate change mitigation and adaptation”, fund by program “Environmental Protection and Climate Change” of the FM of the EEA 2014-2021. The event, which was attended by representatives of the municipality and official guests, took place on the field, in the land of the town of Straldza, where the facility will be built.
The morphological analyses show that more than 35 % of the total amount of waste generated in the territory of the municipality of Straldzha is green and biodegradable. This determined the need for the construction of a composting site. The installation will support the compliance with the objectives of the project and the program to improve the status of the environment in ecosystems and reduce the effects of pollution in the municipality of Straldzha, by reducing and limiting greenhouse gas emissions and strengthening the resilience of the local community to climate change. This will lead to contribute to the achievement of the objectives set in the project, corresponding to the objectives of the main objectives of the EEA FM, as well as the requirements and objectives of the national and European strategic documents in the field of climate change.

A public tender has been announced for the construction of a composting plant under project BGENVIRONMENT-4.003-0007
The public order “Engineering (design, construction and author’s supervision) for the construction of an object: Site for the collection and recycling (composting) of household waste materials” was announced under the project BGENVIRONMENT-4.003-0007-C01 Development and Implementation of Measures for Mitigation and Adaptation to Climate Change in Straldzha Municipality”, fund by “Environmental Protection and Climate Change” program at the FM of EEA Grants 2014-2021.
After the competition, the selected candidate who will build the composting plant for the collected biodegradable/food waste from the entire territory of the municipality has been determined and announced.

The preparation for the methodology for the household waste fee under project BGENVIRONMENT-4.003-0007 has begun
The study has begun to identify methodologies and algorithms for the formation of a household waste fee among the donor countries under part of the project “BGENVIRONMENT-4.003-0007-C01 Development and Implementation of Measures for Mitigation and Adaptation to Climate Change in Straldzha Municipality”, within the Activity 5 – “Development and implementation of measures for climate change mitigation and adaptation”.
The study will provide an opportunity to prepare an analysis and an approach to adapt the identified methodology and algorithm, according to the national sectoral legislation, and will support the work of the municipality in its efforts to mitigate and adapt to climate change.

An assessment of the municipal development plan of the Municipality of Straldzha was carried out mainly with regard to the implementation of the objectives for reducing greenhouse gas emissions and identified measures for adaptation to climate change.
Assessment of the “Integrated Development Plan of the Municipality of Straldzha for the period 2021-2027” (Municipal Development Plan of the Municipality of Straldzha) is being developed as part of the project “BGENVIRONMENT-4.003-0007-C01 Development and Implementation of Measures for Mitigation and Adaptation to Climate Change in Straldzha Municipality”, within the framework of Activity 6 – “Assessment of the municipal development plan of Straldzha municipality”.
Models for carrying out the assessment were identified, discussed and developed beforehand.

At the end of September, an on-site inspection was carried out under the project “BGENVIRONMENT-4.003-0007-C01 Development and Implementation of Measures for Mitigation and Adaptation to Climate Change in Straldzha Municipality”.

Prepared model for the evaluation of The Integrated Development Plan of the Municipality of Straldzha under project BGENVIRONMENT-4.003-0007
A model was prepared for the evaluation of a municipal development plan of the Municipality of Straldzha. The model aims to develop and implement climate change mitigation and adaptation measures in Straldzha.
The innovative model for evaluating the Integrated Development Plan of the Municipality of Straldzha for the period 2021-2027 (Municipal Development Plan of the Municipality of Straldzha) was developed as part of the project “BGENVIRONMENT-4.003-0007-C01 Development and Implementation of Measures for Mitigation and Adaptation to Climate Change in Straldzha Municipality”, within the framework of Activity 6. The purpose of the developed model is to evaluate the Integrated Development Plan of the Municipality of Straldzha for the period 2021-2027 and to identify measures leading to a reduction of emissions of greenhouse gases and adaptation to climate change.

Cooperative training under the project BGENVIRONMENT-4.003-0007
We had the pleasure to be part of the cooperative training for the employees of Municipality of Straldzha, which is part of the project BGENVIRONMENT-4.003-0007 “Development and implementation of measures for mitigation and adaptation to climate changes in the Municipality of Straldzha”, fund by “Environmental Protection and Climate Change” program at the FM of EEA Grants 2014-2021, together with our partners from International Development Norway. The training was conducted according to the specified model within the previous project activity approach.
The emphasis was put on improving the competences of the municipality experts, improving their skills and the local expertise, as well as identifying, developing and implementing measures for mitigation and adaptation to climate changes, useful for the municipality.
Our partners from International Development Norway shared their experience with different methods and models for adaptation to climate changes, used in different municipalities in Norway and across Europe.

This is the second municipality after Sofia to provide its citizens with an informed choice for a circular economy
Only a month after its official launch, CEMIS.BG has grown into another settlement. Vratsa is the second municipality to join the circular economy platform. In this way, its citizens will be able to get information about the places for transfer of the generated household waste materials, as well as about the possibilities for their prevention, recycling and utilization.
CEMIS is the first and so far the only platform that summarizes the information available on the territory of the municipality for all places for delivery of packaging, textiles, car tires, batteries, electronics, hazardous waste, etc., as well as for the available composters and separate collection sites. of waste and their exact locations.
The platform will help Vratsa residents discover the benefits of the circular economy by learning to turn goods into reusable resources after their use and to stimulate secondary production and recycling, reduce waste generation and extend the life cycle of products. Through it, anyone interested can easily, quickly and conveniently find information about the sites for separate collection and transfer of household waste materials or used goods and belongings in the municipality.
CEMIS also provides useful information on the benefits of the circular economy, the types of waste and related legislation. Its great advantage is the forum in which registered users can exchange information with each other and initiate borrowing or sharing of goods and goods themselves, thus preventing the generation of waste. In this way, the platform becomes a public shared space where each user can send information about the places where waste can be delivered, the services available in the neighborhoods, services, campaigns, initiatives, good practices and even ideas for creation and development of models for circular economy.
The future users of CEMIS cover all groups of the Vratsa community – from the residents, the small neighborhood business and the non-governmental sector, to the organizations for waste recovery, the recycling industry and the administration. One of the main goals of the platform is to achieve increased awareness, which in turn will lead to the creation of a resource-oriented community with increased self-awareness and clearly presented opportunities to reduce the generation of household waste and increase the share of recycled and / or recycling of household waste materials.
Good cooperation between the initiators of the project and the municipal administration of Vratsa will be a prerequisite for the involvement of citizens, businesses, NGOs in the municipality in order to motivate their direct participation in the circular economy. The main goal is to form a public awareness and culture on issues of sustainability, saving resources and energy, recycling waste, reuse of materials and resources and more.

CEMIS.BG – the first information platform for circular economy, was officially presented
The information platform for circular economy CEMIS, developed under the project GBG16M1OP002-2.009-0036 „Pilot demonstration model for circular economy“, funded by the Operational Program „Environment 2014 – 2020“ was presented at the National Press Club BTA on September 30. In front of the media, partners, citizens and experts, the platform was officially put into operation, and its functionalities were demonstrated by Eng. Tsvetomir Kalchev and the team working on the project over the past year.
The platform summarizes the information available on the territory of Sofia Municipality, both for the places where the generated household waste materials can be transferred, and for the possibilities for their prevention, recycling and utilization.
For its users, the platform aims to provide informed choices about the opportunities and actions leading to reducing waste generation and extending the life cycle of products. The target groups and key users of the platform are all of us – from residents, small neighborhood businesses and the non-governmental sector to waste recovery organizations, the recycling industry and the administration.

The Communication Strategy of the project №BG16M1OP002-2.009-0036 “Pilot demonstration model for a circular economy” has been updated, covering the entire period of implementation of the activities.
The purpose of the communication strategy is to present the project with its vision, goals and activities to the various target groups and the public, as well as to acquaint them with the benefits and results of its implementation. To promote the capabilities of the platform, the benefits of its introduction and the environmental commitment and actions of local authorities, business and the public. The essence of the communication plan is expressed in the implementation of measures and activities related to the promotion of the project results and defined according to the needs of the considered target groups.
The communication strategy will be implemented in full compliance with the measures and details, according to Annex № 2 “Unified manual of the beneficiary for the application of the rules for information and communication 2014-2020” to the National Communication Strategy.

The team of MAGISTERIUM Ltd. prepared and published a report on the implementation of Activity 1 „Preparation of expert analyzes and research“ according to the project №BG16M1OP002-2.009-0036 „Pilot demonstration model for circular economy“ funded by the Operational Program “Environment 2014-2020“, co-financed by the European Regional Development Fund of the European Union”.

MAGISTERIUM Ltd. has the pleasure to sign Grant Contract №BG16M1OP002-2.009-0036-C01 “Pilot demonstration model for circular economy”, funded by the Operational Program “Environment 2014 -2020”, supported by the ERDF of the European Union. The development of a pilot demonstration model for a circular economy aims to contribute to the practical application of circular economy models by providing user-oriented information on possibilities for preventing the generation of municipal waste and preparing for reuse and / or recycling of household waste materials.
The main goal
The main goal of the project proposal is to directly engage business, non-governmental and civil sector, as direct participants and users of the pilot demonstration model for circular economy, enriching their knowledge by providing understandable and user-oriented information and encourage them to increase the share of prevented household waste. Stimulate the transfer of household waste materials for preparation for reuse and / or recycling with their direct participation.
Specific objectives
Specific objective 1: Raise awareness and public awareness of compliance with the hierarchy for municipal waste management, in the context of waste prevention initiatives and increase citizen participation in separate collection processes.
Specific objective 2: Provide an informed choice to increase the share of prevented household waste and prepare for reuse and / or recycling of household waste materials.
